Why are people thinking that 3DS sales will be flat YoY?

Nintendo New 3DS and its exclusives (Xenoblade being biggest so far), price drops for older models (I believe a $30-50 drop apiece should reel in firesale-chasers), and a stronger line-up of games in 2015.
Well, I'm still doubting that line-up, but I expect more announcements next year. They already have Q1 and Q2 releases lined up in there, after all.

The New 3DS didn't help the decline in Japan so what makes you think it will in EU/NA? 2014 was a better line-up as well sales-wise.

I have no idea, either. New 3DS will probably keep the baseline steady in Japan, though. This is barring another consumption tax hike and further stagnation in their economy.
Majora's Mask 3D would be big...if OoT 3D hadn't released before it. I hear Code Name STEAM has N3DS-exclusive features, but I don't think it'll do too hot. Etrian Mystery Dungeon, and a couple more JRPGs to get localized round it up. Not much, really. Well, you still have Monster hunter 4U. N3DS-seller there.
I've been hearing lots of advice over the internet lately to stay very well away from the 3DS until the N3DS is released, too, but it shouldn't affect sales a lot.
EU is the one market Nintendo has to milk next year for optimal results.
