I wouldn't underestimate the power of the PS4. The games line-up in 2015 is amazing and everyone is jumping on the train.

I think it will come close to 20 m but not 21 m.

As it stands, they'd have to sell 1 million+ every week until the end of the year to pull this off. It won't be anywhere near that.

There's only 6 days left in the year, the PS4 would need to sell 4M in december alone for 20M to happen, and I'm far too much of a pessimist to think that it will.

We still need the numbers of Dec 13, Dec 20, Dec 27 and Jan 03. That is 4 weeks.
