I think they'll do it, if only for the fact that third parties (and certain forum-goers, nudge nudge wink wink 
) will be scrutinizing how well this game does on each platform, and will view it as a sort of example of how the rest of the console war will go.
No, Rockstar is more friendly with Sony than with MS. But it isn't out of the realm of possibility.

Don't they need Rockstar's permission to do it? It would be excellent for the hardware if Rockstar let them bundle it.

They will have to have some kind of deal, Probably invovling T2 selling a whole lot of games to Microsoft at discounted price.

I don't know about that. MS did loan/give them $50m, after all. Stuff like that tends to make people very friendly with each other.
