Only game I can think of like that is the arcade classic Arkanoid, which had many console and PC iterations throughout the late 80s and 90s... this is a screenshot of the SNES version (one of my favs)...

Ring any bells at all?

@Fory, it wasn't 3D like that. It used a little 3D on the items and the controlling thing, but that's about it AFAICR.
