PS4 just selling 800k or less Worldwide?

Cause unlike the X1 with the UK 1 Million Announcement the PS4 didn't receive the same benefit with the 1 Mill Germany announcement.
The PS4 with all the missing stuff(Germany(100k missing),10 Mill Announcement(300k missing),probably in the UK too if the X1 was so hard undertracked and many others too) is easily at or above 15 Million RIGHT NOW.
