The problem with the game wasn't the controls (which could be worked around) or the glitches (which could be exploited), or the mach speed sections (which can be relatively painless if you remember to light-dash). It wasn't even the load times (which were just as ridiculous then as now).
The problem was the design. Way too much emphasis on a depthless combat system, poorly-realized damage mechanics, blatant recycling of levels and bosses, badly designed support characters, and useless side-content. And the story, but at least that can be skipped.
Basically, to make the game "good," they'd have to make a completely different game.
