That's what they did with TB, but i expect they didn't think it was worth the effort with SD to optimize the PS4 version to a point where an unlocked frame rate is beneficial. Conspiracy theories be damned; laziness is a far more believable excuse :p
An unlocked frame rate option would be nice though (for all games).
