Resident Evil 5 will be the best one overall, although it will suffer slightly from "familiarity" since it's essentially going to be on a beefed up RE4 engine with RE4 gameplay.
But I'm also extremely interested in Fatal Frame IV.
The best horror game for 2010 ro 2011? Easily Eternal Darkness 2. Denis Dyack hints it, Nintendo owns it, Denis Dyack wants to make a Wii game. I can't wait.
Are the controls still going to suck ass in RE5 >_>; if so, that makes that game pretty damn scary. Too scary, will avoid like plague :D

REmake will still be the scariest game and best survival horror game ever.
RE4 was a great game, but more of a shooter and I expect to be dissapointed by RE5, because the controls won't be that of RE4, it will probably even more "runnin and gunnin" and I expect more herbs and more storage space. Still one of my favorite series, so must buy.
Fatal Frame 4, I don't know. I never played one before. Very interested though.

The Condemned series should also be included in polls along these lines too, because it is as scary as any of these games if not more so.

Not a Fan of RE and SH needs some work done to make the latest games on par with the first couple, FF is the only one that shows any interest to me but i havent played any of the previous ones but i admit they did all look fun.
RE will be the best game, but by far the least scary.
I can never find a non-FPS game to be scary to be honest, there's not enough immersion for it to creep me out. Although I admit the couple of night time levels on Gears of War had great atmosphere.
