Its not an opinion, it is the same game. Thats why stating same game kinda makes no sense. The PS4 graphics are obviously superior, if the comment was made ot say there is no change its not an opinion either its a lie.

Theres a massive difference between these two pictures

Context clues lead one to believe he meant "same game" as in "looks exactly the same" and, barring some higher-texture packs which are next to irrelevant unless you stop to admire the details on a nearby rock, it does look like bugger all has really been done. Its gotten a fresh coat of paint... on a game that really didn't need the coat of paint.
