The point of the guy´s coment wasn´t if the IQ is or is not better overral.
But the human (regular player) perception. Digital Foundry, NeoGaf, VGChartz and IGN, most of those comunities are not regular players. They are hardcores, they love to be hardcore. And they have a console wars to fight. They have to talk and use obscure terminology to define fine grain details in gaming that, again, most of human beings wouldn´t noticed or wouldn´t care.
COD was a point out of the curve. The "standard" delta we are seeing this first generation of games is 1080p/900p. And more and more games are pulling a resolution parity from this hollydays foward.
But look again at both images, they are not compressed. If you have few seconds to guess which console or PC a image is from you will get confused, even in motion. May be if you have a 60" TV and you are at the optimal distance the work might be easier.
Microsoft are not stupid. They have a lot of feedback from developers while developing the XOne. Do you think if 1080p was a thing that every game developer demand wouldn´t they changed the specs?
The fact is that most developers don´t care for the final resolution of their games. This is possible the last item in their priority list.
