Let's see if VGChartz can come up with ideas that would make a game (Full game, little to no glitches) the worst of the worst. I'm talkin' below Superman 64, E.T., Ride to Hell: Retribution, and Sonic 06!
I'll start: Cover system where head is exposed.
Genre of the game is Third Person Shooter, but you can add other genres to the mix! All ideas will be included!
60% complete. Story, level design, and gameplay elements are complete, but everything else is not

2nd person option, can see yourself from enemie's POV
2 person shooter. A to cover, aim and jump.
Every shot is an insta-kill, all kills trigger cutscenes with JB music. Auto(tunes)saves before every cutscene so you have to watch it when you die. These are the only save-points

Tetris-like minigame, balls instead of blocks. You still have to make straight lines, with no space. Ball falls very short
DLC where you control a gamer playing the game. You move his/her fingers using motion controls

You have to pay real money for extra ammo to be in the game, and then use a "Draw" technique (That makes your character weaker) to get it
500 Superman 64-like sections required to beat game
First gunfight has 10 Left 4 Dead 2 Tanks and 10 Witches you have to kill within 2 minutes
You get weaker as you get farther in the game
5 main characters. Their voices sound like Spongebob, Jimmy Neutron, Fred (Old YouTube), Mario, and Pee Wee Herman. Person that sounds like Fred screams like Maria Sharapova. The voice acting is out of sync, only half of the characters actually have voice overs, and Google Translate the Japanese text. They say it word for word.
Single-player mode is always-online. If your connection drops at any time, not only are you booted, but the game crashes and gives you an error message saying it needs to do a full reinstall and setup to make sure it's not pirated.
1080p,15-20fps
Slow, sloppy controls. Can't adjust sensitivity.
Most linear game of all time
You have little health, but if you learn the enemies, bad AI pattern is ridiculously easy, and boring.
Ending is locked. It's $20 DLC.

The Ugly Barnacle Story DLC
If you want to have the 1080P and 60FPS version of the game, you have to pay $20 extra. Game still drops to normal framerates and below, though.
Every person voice acting is lisping and the microphones were f**ked up while the voice overs were recorded.
Dubstep and Screamo soundtrack
You have to press 2 buttons at the same time to jump and open/close doors
Quick time events like the code in Star Wars: Shadows of the Empire for the N64 (Press every button at the same time and then use your tongue or whatever to press the analog sticks just half way into a specific direction)
Random pop in and pop out of stuff in the game. Ex: You walk in a room, and suddenly there is a Tree in front of your face that just took ages to load. Enemies sometimes dissapear, but they're actually still there and can attack you.
You can only move in 8 directions (Like the D-Pad), and can also only fire in 8 directions. The enemies, though, can move and shoot in 360°
Softcore Lightning x Tidus porn collection included if you pay an extra $20.
Wii U version has no voice acting, version is gimped to be 480p 10fps.
E.T., Superman 64, Ride to Hell: Retribution, and Sonic 06 are included as $60 DLC
Invisible, one-hit kill melee enemies that attack from behind.
