Developing a new game on the new platforms takes years if it's supposed to be an open-world game of Rockstar quality. On the other hand a mere port takes just months, can be handled by the less experienced employees and gives them nice experience with new hardware - there is no need to involve top talent into this. GTA V port would be pure profit, as the costs would be marginal and the game would sell a couple millions. Not nearly as much as the PS360 version, but would earn a lot of money and wouldn't affect the release of the next game. A PS4/XO/PC version makes too much sense.
Wii U is a GCN 2 - I called it months before the release!
