That projection of 3.5 million includes the PSP. Last FY the split of the shipped 4.1 million was probably 3 million Vita 1.1 million PSP. Easily half a million plus of the new shipments will still be the old console.
WiiU faced heavy competition from the PS360 and the imminent release of the PS4 and Xbone.  Just because it was alone in next-gen doesn't mean other products weren't vying for consumers eyes and wallets. There was always an exiting alternative or an imminent one, so I don't think that's valid. It's clear the release of the new consoles hasn't slowed its minimal momentum any, rather, good games will cause it to pick up some.

Just to point it out, Sony didn't meet either their home or portable console shipment projections last FY either, so it's not as though Nintendo has been unique in that regard.
