It's a cross-gen game so it's possible ,but i don't know Infamous SS is a first party game made exclusive for PS4 and they reached what? 45fps?!

Still would be surprised if its 60fps... but there is no doubt that MS don't like the PS4 being given positive news above and beyond the XbO version.
