It's probably gonna go out of the window entirely, this gen. When XBLA was the big dog and Xbox 360 was dominant, you could enforce rules like this. With us approaching an era where the Xbox One might be totally overlooked by certain devs, Microsoft is going to have to reevaluate their approach to indie games.
It was a viable (far be it crappy) strategy during the early years of the last gen, but i think MS understand that it isn't quite as effective when you're not winning ^^; Hopefully Sony don't decide to start enforcing the same BS now that they're on top.

I know they don't now, just saying i hope things stay that way. I'd be rather surprised if they did though. For all of Sony's faults, keeping the trust of it's PS fans has been one area they excel at.

You're comparing a 2008 release to a 2013 release.
Also, I don't think the parity clause had anything to do with GTAIV having a boring story. Go play the expansions, those are much better.
