"A video is circulating which displays a PS4 user irritated that his games could not be played without an internet connection. He attempts to play Metal Gear Solid V: Ground Zeroes, Sound Shapes, and Flower…
Each of the titles refuse to launch, instead displaying a message stating: “Cannot start the application. The PS4 is not connected to the internet and cannot verify the license for the application”

This is not the first time this has happened the social media just now caught on to this occurence. Serendiptitous that it occured on April First, becuase what theses journalists are purpoting is not the full truth!
THE TRUTH IS: during a psn maintenance, for whatever reason, the psn store is down and because of that it cannot verify licenses to user accounts. What this means is that if a game your are trying to play a game off of a user account that is not registered as home on the ps4 in use then you do not have an active license. Basically if you are game sharing on ps4 that means only the home console games registered to your hardware can be played. If you are trying to play games on someone else's account you cannot during maintenance.
BOTTOM LINE: During PSN maintenance you can only play games that are registered to the hardware via a home ps4/psn link. You cannot play games from a psn account that is not set to home on the ps4 in usage at that time.
THIS IS NOT THE SAME THING AS ALWAYS ONLINE DRM
It is very frustating for those who have their home ps4 set to a seconday console though...
