In my opinion it is the best Infamous so far. A few thoughts.
Delsin isn't a brat. I don't know why everyone keeps saying that. He's kind of snarky but funny. He's not whiney or entitled. He's emo for like two seconds in the beginning and then moves right on to being very likable in my opinion. Facial animation is top notch and really adds to the believability of the characters.
To me the powers are way better thought out but I will grant you they can be similar to the first two games. Differences are pretty key like being able to instantly subdue guys with well placed shots. There is increased mobility between the steam vents and wall running. I still have 2 powers to go and already I think it tops part 1 & 2.
I don't disagree that there could be more variety among enemy powers but the game explains why they use the same power. The villain maybe a little boring but I also find her to be realistically evil. She's not tying damsels to the railroad or trying to destroy existence while laughing and petting a cat.. She maybe completely forgettable but she is also completely believable.
Graphically the game looks as good as a console game can right now. I played Festival of Blood earlier in the week and there is a huge jump up in detail. And the devil is in the details. Last generation developers got increasingly inept at "cheating" the graphics to fool the player. As far as I can tell there is very little cheating going on here. Personally I think Seattle is very interesting with a big variety of locations. I find myself stopping to notice the staggering amount of detail given to even just one store front or window. It's not all perfect but they definitely put a lot of love into designing the city and you can tell.
Like other people have said, I don't know why reviewers thought an infamous game was going to suddenly evolve into some completely other thing. Over the course of this new generation I'm sure we will see gameplay evolution and eventually graphics that make even Second Son look ugly but that comes in years not months. This is a transitional game and in that regard it couldn't be more impressive to me.
