Nope.
The people that should retire are those responsible for:

The wiiU gamepad as the focus of the console
The lack of marketing,
The killing off of the wii without proper transition to the wiiU,
The idiot who decided to partner with EA initially,
The one's who thought it was a good idea to not invest in more first and second party studios because they could gain 3rd party support.

Those are the reasons why Nintendo is in trouble right now.

Minus a few screw-ups ( Sticker Star being a disaster even if it wasn't his fault 100% and Star Fox Adventures ending up being a Zelda clone), Miyamoto is a great developer that shouldn't retire yet. After all, games like Pikmin 3 show that he is still able to make great games.
