No. It's the full game minus some cars (and tracks and customization options?).

ah k, just cause I went to my local eb store to pre order a game and they had drive club up for pre order. I said "why would anyone buy that when they get it with the PS+", he said to me " nah you only get a small portion of the game" I never actually looked it up I just took his word on it.

You forgot Driveclub, it was supposed to be the first PS4 title available on PS+ (or some "special" reduced version of it) until it was delayed, so my guess is that if it's released before June it will be it.
