It's a pretty simple reason if you read what' written about him, both pro and con, and what he writes about himself.
Bush has a pretty black and white mentality, huge belief in democracy and supreme confidence in the US Military.
So basically he believed that the US military could be used as a force for good by invading countries, kicking out their leaders and putting in democracies.
and that would benefit the US because Democracies don't go to war with each other, generally get a long and trade with each other and are generally more prosperous.
Plus thorw in the bonus of it being an easier case than North Korea, who had China not wanting to see US troops on it's border... and North Korea seeming too much like vietnam.
Along with his dad "Not finishing the job" in Iraq the first time... and his contentious rivalry with his father. (Jeb being the family favorite and the one they expected to be president.)
I imagine that's also why we went through the trouble of deposing the taliban as opposed to just destroying their anti aircraft capabilties and bombing the crap out of them until we got our whay, while sedding in elite special forces.
Which is the likely route Clinton and Bush 1 would of took.
.Also maybe throw in some just some confusion anger and parnoia after 9/11.
A terrorist attack really did effect the majority of this country quite strongly. It's probably fair to suggest it effected Bush quite a bit. Since it happened on his watch afterall, and it's not really anything the US had seen before.
