Are they all buying games digitally or does this even include digital sales?

Digital sales in Japan are very, very low, less 10% of total on average. So no. I suspect the PSN free-to-play games are lighting up PS4s in Japan.
Of relevance:
Nari Yuki Game Ya Blog reports that his allocated PS4 units were sold out the first day of availability, and more were sold than expected, but only 46% of the buyers also brought home a game. When asked directly, the customers mentioned that they weren’t buying any software because they had Knack for free, or they were planning to take advantage of the upgrade from PS3 titles.
So about what I expected, if we remove Knack. Attach rate looks to be around 0.5-0.6, definitely on the low side but would likely be nearer 1 without Knack bundled.
Overall, not a bad start. But as we know, the start isn't important. It's the long term success.

I thought it'd be closer to 100k, but it's around 1 in 4 attach rate. So you can't really complain!
I wonder if Yakuza on PS3 really affected it though. I doubt it, but you never know

Part of the upgrade program...

So people buy it for PS3 and on the same day upgrading it to PS4?
