Very weird case you're dealing with. I would delete and download from the Sony Entertainment network store again since that was your first step.

Yes, i purchased.. Well checked the item out on SOE, then i went to my PS4 and started downloading from there

Go to ffxiv:arr, and hit the option button, and then go to information. does it say "application starting eligible (everyone)" ?

I've never seen a lock icon on a download before. Did you see the lock icon while downloading it the first time?

Yes, as soon as it started downloading, there was a lock icon, although this time there isn't. So i'm assuming it's fixed, no?

Yeah it should be fixed.

Just in case you still have problems go to settings .... PSN .... Restore licenses. I had this problem with Outlast and this fixed it :)

What the guy before me said, in those cases either you have to set the console as the main system or restore the licenses.
I have a bigger problem, it's nowhere to be found on the Polish PS Store
