I don't think its a matter of choosing between unfinished game or waiting for 6 months.

The 6 months wait shouldn't have happened to begin with. Nintendo should have a couple of complete game ready to release within the first 6 months. This is exactly what happened to the 3DS so there action really doesn't show that they've learnt anything from the 3DS launch.

OT:

Wii -2/10- The system is essentially dead. There was 15 games released in 2013 at retail for the Wii, 2 of which are Angry Nird games and 3 are for the Just Dance IP. 

360 -6/10- Solid third party support with games like Bioshock Infinite, GTAV and Tomb Raider along with a couple of nice exclusive, lack of big retail exclusive other than Gears of War Judgement keeps the score low.

PS3 -10/10-  This is the best year the PS3 has ever had. Racing fans recieved a new GT, hack&slash fans got a new GoW and the retrogasm inducing Dragon's Crown, JRPG fans got Xillia and Ni no Kuni and the system itself received its magnum opus in the form of the Last of US, and this is on top of some great third party games that on any other year would be a sure fire bet for GOTY. (Bioshock, GTAV etc).

PSV -6/10- If you are a fan of Japanese games, the Vita has had a great year. Muramasa, Dragon's Crown, Ys, Persona 4 and a plethora of other choices. Sony also gave the vita the best handheld FPS with Killzone and the wonderful Tearaway, PSV has also become a great place for indie ports. Unfortunately if you're looking for games from western developers / publisher, you might be looking in vain.

3DS -10/10- A new Pokemon, a new Zelda, Shin Megami, Fire Emblem, Phoenix Wright... you asked for it and you got it. Absolutely awesome year.

WiiU -4/10- The Wiiu kinda struggle for the first 6 month of th year and the score reflect that, it had a great end of year as Nintendo finally started delivering but the lack of 3rd party support is really hurting. It missed out on GTAV, Bioshock Infinite, Tomb Raider, all of EA's 2013 lineup, and in many instances, received a game that was not fully supported like other platform, often getting delayed or even no DLC whatsoever, missing features and in some instances, inferior perfomrances to even the PS3 / 360 version of the same game. The poor online infrustature and Nintendo's draconic region locking policy just adds to the woe of the struggling system.

PS4 -3/10- The resounding success of this system is even more resoundingly amazing when you consider what a lacklustre gaming library it currently has, lets hope 2014 brings a couple of big exclusives. Looking forward to the Order and Infamous.

XB1 -4/10- Objectively if you look at the games on the XB1, it would probably be a better list. But the system itself suffers from an image problem due to Microsoft's earlier mishap, it is hard to not at least feel a bit of resentment towards what MS tried to do with the XB1 and the score here reflect that negativity.

Sales matter greatly when youre talking about performance on a videogame website where the majority of people are here because of sales.
