But I think PS4 and Xbox One will be optimized sooner than ps3 and Xbox 360.
Sure. More familiar architecture the chips are running already at full capacity unlike the Cell where the SPEs were mostly idle in games like Uncharted 1 or even completly deactivated in many launch games. But programmers will come up with more efficent ways to do the same work on x86 that will go on couple of years.

I think some people could already be maxing out the system as we speak. Remember: Gamecube got pretty much maxed out at launch with Rogue Squadron, with a less friendly architecture.
i think it all depends more on the gpu then anything

depends on what you mean "maxed out".
In terms of "unoptimized PC ports", yes, they are already maxed out in some ways (mostly GPU but not memory capacity or CPU).
But in terms of optimizations go, they are nowhere near as being maxed out. Neither of them will be maxed out before several years down the road. It will not be easier for PS4 to max due to relatively easier development but the bottlenecks in XB1, namely low memory bandwidth, missing rasterizers, simultaneously running virtual machines, reserved CPU/GPU cycles etc, will usually cause a performance differential in favor of PS4, more so than the compute units differential between the two machines.

Just remember that this console generation has unprecedented memory capacity, and it will take a VERY LONG TIME to entirely tap because it means a lot of work to fully utilize that capacity while most PCs don't have that kind of assets. This never happened before.

No. Devs will find better way to optimise their stuff and will also come up with new techniques to better use the hardware, just the same as always.
The fact that the architecture is familiar plays no role in the grand scheme of things. Developers who made games for console optimised their games for the intricate components of the older consoles, not for the x86 architecture.
Now, they will start doing the same for those architecture. What more, both don't have a conventional x86 architecture either. Mostly because of they way they handle RAM.
