If you had understood the section you quoted, please explain it to me. Does it mean that a game purchased digitally is not considered "owned" by the buyer, whereas a game bought in retail form is?

These kind of ToS have been the norm for years now. It doesn't mean they will constantly monitor you. But they inform people that if the need arises, most of the time for legal reason or because of complaints about a user not abiding to the terms of use, they have the right to do so.
