My first thought was PS4, but what if...it was reworked into being a Vita title.
I know this might sound crazy, because many think hardware limitations is what set this game back. However you must note that if you went back in time with Grand Theft Auto V and played it on the PS3, people would think it was witchcraft. Once people understand the hardware, they can squeeze out every bit of its potential.
A game like Gravity Rush was once a PS3 title, and what do you know? It became a Vita title and is extremely impressive, albeit a few frustating mechanics. It is amazing that PS Vita can run a huge open world of that scale with little to no loading times as you shift through the city. The amazing thing about all of this is that Vita has untapped potential. If you compare PSP games from launch to ones recently, it's mindblowing, the same for PS3. They could have studied the hardware for a while.

Possibly, it is moved to the Vita to improve your interaction and experience with the main character and the creature with touch controls, microphones, six-axis,camera etc... I don't know....:p
I really wouldn't give a crap. It's most likely going to go on the PS3 PS4, if it ever sees the light of day, that is, but I just wanted to throw an idea out.
