Aside from Sonic SEGAs best games were arcade ports. As console games improved and offered more content and more equal quality to arcades (which were better than home consoles by far in 80s and most of the 90s) the quality of SEGA games dropped by virtue of not getting better while everything else did.
Dreamcast is a great example, what were the best DC games by SEGA? Shenmue, MSR, PSO...and a bunch of arcade ports which really lacked content compared to those three games.
SEGAs probem isn't that they got worse, is that they never got better when everyone else did. Except for Sonic, Sonic did get worse the moment it went 3D.
Like I said some posts up, they always put out bad games too, mainly there original home console games.
