Okay, my theory is the following:
Sony's plan to have 4-5 Big AAA games a year, and the rest is filled with indie games.
The launch games pretty much were Killzone: Shadow Fall, Knack and DriveClub. (Now DriveClub is delayed)
2014
Q1 game is Infamous Second Son
Q2 game is unknown
Q3 game is The Order: 1886 (Ru said they will release it a year from then in august... so my guess is september)
Q4 game(s) is (are) unknown.
What the intresting part is the two unknown place. The Q4 (Holiday season) is probably Uncharted. They need something to tackle Halo 5. Naugthy Dog's last 3 games were announced at the VGAs so my guess is they will release information (trailer) there if they are making it. The Q2 sport however is rather hard, because we would already know about that game. There are two logical conclusions for me. It's either Destiny (given Sony's marketing push for that title) or the PS4 port of The Last of Us GOTY edition (which they can't announce yet, or they would lose sales from DLC and the holiday season).
Sony won't let ND make a port, their time is too precious for Sony now. Hell I doubt ND's time doesn't seem too precious for another Uncharted for them. So there are three options:
A) Bend is working on Uncharted 4.
B) Bend is making a new IP for PS4.
C) Bend is working on a Vita title and The Last of Us port.
A) I feel like it's likely, but Sony has a Henning-Richmond team since the end of 2011 (so 2 years now) making a new game. (Altough we do know, that there are no actual teams at ND, just different projects and leads.) They probably had a vacation, and after that they started to toy around about what's their next game is going to be. Around that time, in 2012 february, Bend released Uncharted GA, so they had the perfect opportunity to ditch Uncharted 4 to Bend, if they want to move on. However Bend is not big enough for such a project, they would need help (and Henning too) to make Uncharted 4.
B) I feel like is highly unlikely. A new generation is good place to start a new IP, but everything else is against the idea. Bend was hiring for a Vita project earlier. They still don't have manpower to make an AAA nextgen game. They haven't developed a new IP since they're called Bend, only sequels and spin-offs.
C) is the option I feel the most likely to happen. We know, that they used the UC engine for UC:GA, and ND helped them with it, making them the only studio besides ND who ever used it. The Last of Us is using the UC engine, and that game could give a huge marketing push for PS4 for those gamers who missed it on PS3. ND is porting their engine to PS4 for easier development. The next Bend vita game should've been done by now, or close to it, so they probably halted/cancelled that project (maybe the game wasn't okay or the Vita sales numbers were too low.) and they moved the team to porting TLOU. If they are good enough with the hardware, they probably get the chance to start their own project on PS4 or continue on Vita.
