Tactics. For the numbered games though, it's six.
Pretty much FFX and FFVIII. I cannot really decide between the two due to nostalgia. The others are decent as well ( except for FFXIII lol).
Hard to say, best ones for me are, IMO, FF IV and FF VI. FF X story is also great, but the slow pacing kinda turns me off, and FF V has probably the best plot-twist near the end of the game, but the overall story is kinda generic.

1-6 is sorta held down by having 1,3 and 5 there.
That said, while not my favorite. I would have to say objectively, Final Fantasy 4 has the best story of any final fantasy game.
The theme of past sin and redemption is so interwoven into that games core message and told through pretty much every main characters story, it's downright frightening.
It's writing level is practically that of a good play.
From a stylistic and technical perspective it's really quite amazing.
other FF games, like 6 had great stories, but they just weren't so internally consistant and on point at every step.
Think of it this way. List the final fantasy games and ask yourself "What was the main theme of the game."
What was the game trying to teach me about humanity.

I'm curious, have you played the games that Final Fantasy was the spirtual successor to?
For me, Final Fantasy Tactics story never really won me over because it was more or less just trying to convert over the Tactics Ogre/Ogre Battle world in Final Fantasy form.
To me, it never matched the storytelling power that was found in Tactics Ogre: LUCT.

FF IX is my fave final fantasy game... but i didn't think the story is solid enough... but the gameplay is amazing though
