1. Stop making excuses for your GF. IF your yard looks trashy, your neighbors have a valid right to complain because they are losing money. You are bringing their property value down. Your GF needs help. Hoarding is a serious issue that always has a root cause that needs to be treated. Get her help. you like her enough to deal with this so no point walking away
2. Put some cameras up around your house to protect yourself. Its probably not over and video will be a good defense against anything they falsely claim about you.
3. you should have sued them over the dog bite or at least filed a police report over it. They are getting proof against you with every report and you really have nothing.
4. Doesn't mean you are an ass to defend yourself. However wanting to shoot someone simply because you do not like them is a bit much. Do you really need a gun to defend yourself from a disable person with mental disabilities? That does some off as sounding like an ass honestly. Not sure how you could rightfully shoot someone just because you do not agree with them but that would still leave you open to legal action. OJ was found innocent. He still had to pay millions for wrongful death.

Well, he came up to my yard and threatened me over his dog.  Like I said, legally speaking, I'm covered over it.

And, he's much larger than me, so he could hurt me or kill me if he wanted.  I'm not going to take that chance.

You could threaten to put his dog down for biting you. That could make your neighbor back off.

I dont beleive in the police.  I'm pretty much a libertarian.  

I would much rather them come and talk to me about the issues that they have so that they wouldn't have to resort to tattling or making up things about me.  But unfortunately, sometimes you need to make clear your rights (boundaries and standing up for yourself when physically threatened) before people become polite again.  Thankfully though, they've backed off and I'll do the same.
