They would need to downgrade the visuals and such so that it could work on the weaker CPU of the 3DS and smaller ram. 

I get they need to do that, but that doesn't have anything to do with the game being too big because it has so many levels. In fact, lowering the sizes of textures and such actually makes the game even smaller automatically anyway :-/.

yes but reducing the texture sizes to fit on the 3DS's resolution doesn't automatically make it fit on the ram especially if they are considering 3D. They may have to double check each texture to make sure each level doesn't cause frame drops. By downsize he means porting the software for weaker hardware like the Vita as well. I assume they didn't consider 3DS version a high priority given Origins sales so they started working on the port late in the development cycle if they are in fact working on it

Nintendo is partially reviving Megaman through Smash Bros.
I wouldn't be surprised if a game or two followed.
