I can only recall one user saying that.

Yep, but since he never explained just stated I decided to ask for the general WiiU users and that have knowledge about it... because I don't see much reason on Ninty designing it like that (but if true maybe someone could explain?), they seem to know how to utilize their assets to make the most pleasant experience without wasting resources.

However good the games look on my tv and gamepad is what i judge them by. Talking about frame-rates does not matter to me only footage of the final product.

OK. He's wrong ;)
I say no, you can't really call them 60FPS screens, unless they do run at 60 frames per second. Some of us, like me, get excited at 60P, and it's not nice to tease.
720+480@30p
And remember it's height times width times FPS.

What are you meaning with 60 vs 30? The hardware supports 60FPS if that's what you're getting at.
He's getting confused over the fact that when you use two WiiU gamepads it splits the frame rate in half.
The WiiU's tech mirrors and streams whats on the TV, otherwise its processing what ever is on the pad.

If the game runs at 60FPS, great, you can say that.
But you can not add up two separate screens at both 30FPS and call it 60FPS. It's two screen at 30FPS, that's what I was getting at.
It's like saying my car get 50mpg, and my friend's gets 50mpg, so when we driver together, we can not say it's 100mpg, but each at 50mpg.
