I guess Sony wants to hammer down EU and NA for 2013 in terms of shipments and can count on winning JP with ease in 2014.

Be interesting if Microsoft try to get the jump on them at all there or just go for March or April.

Most probably Sony, besides wanting to use available supplies to start stronger in USA and for the regions where Xmas is the most important holiday for gifts, also wants to use this Xmas to boost PSV in Japan, maybe also because a larger HW base there could persuade Capcom to launch important games on PSV too.
Last but not least, being the only competitor against MS can be VERY dangerous, particularly for a company with important losses and limited cash, so, despite wanting PS4 to beat Wii U, Sony could wish it not become too weak.
