It plays Vita games on a TV and allows you to remote play PS4 games on another TV without having your PS4 hooked up.

no, the VitaTV itself is a fully functioning PS Vita

Thank u! Thats pretty cool! So if I want, I could just buy PSVita TV instead of a PSVita and play PSP games and Vita games on the TV right?

Imagine if the vita had a video out. But in this case it's a set up box kind of deal which can play vita/psp games etc also. 

I think it's actually really good idea, especially since it's priced really well. Hope they keep that price for the west too. 

This can potentially harm vita hardware sales 'but' this can really improve the software sales. I couldn't care less about hardware sales ..more sw sales = better support and I'm all for it

No, you don't need a Vita.
