I think "Home Gold" is supposed to be a bridge term for those people who are interested in the Family Plan. "Home Gold" encompases the principle idea of the two. A Gold subscription for anyone in the home, not limited to four people total, and it costs the same as a regular Gold membership.
My guess is that the term and the subscription for the service will evolve. With Xbox and Xbox 360 it was a per user service. With Xbox One it is currently still, technically per user, but I see Microsoft moving off and making it a per console service. Which in my opinion make sense.
I can't recall where I read it, maybe Reddit, but there was an exchange between Marc Whitten and another person where they were asking about the Family plan and if Microsoft would be bringing it back for the Xbox One, and Marc was perplexed, because the way Gold is designed for the Xbox One for the same price of a Gold membership your entire family can access all the features of Xbox LIVE. Granted, there are other benefits to the family plan, but I suspect Microsoft will be incorporating some of those features, but also some of the design changes negate those features as well.
