When you yourself like or dislike something whose opinion matters the most? Yours, you narcisist.
and you don't think there are people who are vocal about there opions in music movies theater? go into some of their forums and you'll find it's not just one comunity.
As for things like this I sometimes find them interesting. When things rate so highly yet I don't like it I feel some relief seeing others feel the same way. When things rate really highly and I don't see the same reation in the comunity, it makes me wonder why there is a disconect between the players and the critics.
I only agree with MW2 and GTA 4.
But you make GTA 4 sound worse than it is, although all those reviews were bullshit after what San Andreas was. Everyone should be forced to review GTA 4 again, since GTA 5 is supposed to improve on it everyway. I would give GTA 4 a 8/10 now. The story was ok but not brilliant, there could of been variety and more stuff to do. yeah there were glitches but nothing that broke the game. Multiplayer could of had more variety. I don't know why people complain about car handling, i never had any problems. That swing glitch was pretty fun to mess with lol. But, yeah episodes was lot better in terms of story, and hopefully GTA 5 will be too.

There is a big difference between not liking something and calling something overrated. Not liking something just means it doesn't meet your tastes. I don't like GTA IV. I didn't like Skyrim. But calling something overrated is not just saying you don't like something, it's saying that other people are wrong for liking it, which is ridiculous.

What if you do like the product, but call it overrated anyway? As in, it is good, but not as good as the media (to put a reference) says it is?

I don't think saying something is overrated is the same as saying people are wrong for liking it and what if it were though are the masses always right? I think of it as saying something got more praise than it deserved for various reasons. Some might be hype others might be timing or nostagia, while another reason could be the equivalent of a bribe.

"I think of it as saying something got more praise than it deserved for various reasons." How is that different? It's saying that the majority opinion of those who really enjoy a particular game are wrong. It's saying " in my infinite wisdom I have identified the precise amount of enjoyment people should derive from this game. You people are enjoying that game way too much. Stop that."
As for bribes, that's another issue, but I've rarely heard the word overrated used to refer to a game that is a critical success but flops. Almost always, it's a game with a large following.
Too see what I mean, just look at the inane drivel in the OP. "Oh people loved this game, but it's really only a 7.1 as per my decree." "This game is linear, and I hate linearity, so you should too". And so on so forth.

ratings are not the same thing as enjoyment. but while on that connection I could see someone saying over rated as not enjoying the game as much as what the masses did.

however I think calling games overrated can ve meaingful, even if its just saying I found this overrated. Or these are games they critits loved much more than the average player.
Theres a few in your list that I actually agree with, for my own reasons...
Halo 4 - DMR should not be a weapon you can choose to start with its too strong and makes way to many other weapons redundant
Skyrim - This was really an awesome game, but it too had many faults which really spoilt it for me. The leveling system sucked, and if you took (forgot the names) armor making and weapon making ability, it was too easy to level them and also get the best gear available in the game. Once you do this, it took away from the thrill of exploring as I rarely ever felt like I would find something better, and the game just became way too easy, even the Dragons were not the slightest threat to my character.
Final Fantasy VIII - again I love this game, but the story was way to convoluted and confusing.
