I don't think we should worry about Pokemon's pre-orders that much. Usually the 1st week sales numbers of Pokemon are around 2-3 times larger than the final pre-order numbers (E.G. B2&W2 ending at around 198,000 pre-orders and opening at around 638,000 and for HG&SS, pre-orders ending at 396,000 and opening at 965,800 units).

Legs will ultimately determine where X&Y will end at. Legs are the reason why Diamond/Pearl sold more than B&W, despite B&W having a significantly larger opening week (1.1 million for D&P vs 1.89 million for B&W). This goes the same for the Japanese sales of Pokemon.
