I guess that would be doable. But the problem is it goes against Microsoft's mantra of getting everyone online. The best way that would work would be if the bonus content came on a second disk in an arcade bundled version. But that would be complicated. You'd need the entire game engine on the second disk as well just to run the bonus content.
