PS3 didn't start selling well until the slim, a few months before L4D2 released. Which was likely too far in development cycle to make a port.

The only person that can answer that question is someone that works at Valve...Just google it, there are plenty of articles saying Valve is looking into PS3 development that go back to 2010. If L4D3 is coming out, or getting ready to be announced I bet it started development around that time. See how things click together?
