This is a silly question. It's Mario. No one else is even in the same stratosphere. He's apparently more recognizable world-wide than freaking Mickey Mouse. 

I'd put Pac-Man second, probably, but no way does he beat Super Mario.

Mario. Pikachu is probably more recognizable but most likely not because of games but because of everything else. Pikachu isn't even seen as a video game character anymore.

A survey a while ago showed that Mario was more recognizable than Mickey Mouse. Donkey Kong or link are probably more recognizable than Crash Spyro or Snake...

Did pikachu start out in games? If not he doesn't count and hes still not as recognizable as Mario.

If you count the entire globe, Mario is most likely even more well known than Mickey Mouse, so it's Mario.
