these are the worst sales ive seen, imo nintendo should leave home consoles and keep thier handhelds instead

Typically most consoles avg around the 600k-900k mark, but it depends on sales. Usually retailers try to stock a level that reflects 8-12 weeks of sales as it costs money to warehouse excess stock (either direct cost or opportune cost if the space taken up prevents stocking a higher selling item). So with the super low sales of Wii u, 400k might be excessive but the thing to note I guess is that retailers probably weren't expecting Wii u to sell so poorly so they may still be holding higher than ideal stock (the number of quite generous discounts on Wii u hardware by retailors support this). So while 400k could be slightly higher than ideal, you probably can't read from that any indication of under tracking by vgc until we have another quarter or two to see the true retail stocks.

90 days... that is like 100-120 units per day in those territories..
