But imagine they do something with a PS4......the wait would be worth it (for me XD).

lolll well I absolutely love my PSP Go and still play it to this day.  Best of all, it actually fits in my pocket like how I wish all portable devices should. (Talking about normal size pockets lol).  The Vita is pretty huge, granted its got a bigger screen, but I wouldn't mind if it was smaller.

Coincidentally I just looked at Vita's in stores over here (except in the biggest one that's supposed to sell everything, they didn't even sell Vita's apparently). Pricing was still €249-€299... $149 would be a good deal indeed. I can still see myself getting a Vita sometime, I'm way more interested in it than I was in the PSP that's for sure.

If you want the 3G enabled, yes. It isn't contract based either, I believe. You pay for those sim cards.

I have the WiFi only but if I had the 3G model I would just turn it off and leave it off.  Only certain functions work with 3G, and for gaming, only turn based stuff.  You're better off getting the WiFi only model and using a mobile hotspot from your phone if not in range of WiFi.
