The first dev kits have 4GB becuase the PS4 has planned to have 4GB but Feedback from developers made them change it up to 8. Thats what adam Boys said at E3.

 

Btw. Killzone Shadowfall is made with the 4GB devkit

If the OS really ends up using 2.5gb/3gb of ram i highly doubt they were ever going for 4gb, because that would have only left them with 1gb/1.5gb for games.

I am pretty sure thats a fact. I mean everybody was surprised when they revealed the 8GB. They did probably change a lot in the last few months. I don´t know and really care as long as i get my games i am happy
