From what I understand MS is just rebooting it, Kinda like what they did with Zune which turned into Xbox Music. With that former Steam guy on board, they should come up with a PC gaming platform more competitive to Steam, Origin,etc. With all the big changes like self publishing,free patches, self pricing, etc. it definitely can happen.

You probably were a huge primal rage fan like me. It wasn't fluid and brilliant, like killer instinct, but none the less legendary. Riptor had ferocity, I wanted to get better with him but didn't work out. I want to pick a favorite but its too difficult. I wanted to become a master with everyone :)

To be sincere, I've never played (or known anything about) Killer Instinct. Can someone fill me in? What's the story about? Is it comparable to Mortal Kombat, for the sake of comparison?

I find the setting and the characters amusing, that's why I thought the game would have had some kind of story or legacy
Mortal Kombat 9, for example, had an amazing story for a fighting game.

I'm the biggest MK fan you'll find, and love it mainly because of the characters, they all have personality. You'll find their stories and cannons are all over the place game to game, so it isn't worth following. That and if they die they always come back, nobody ever truly dies in a fighting game.
That's why I love KI tho, the characters are out there and most akin to MK. SF and Japanese fighters look bland as fuck, just bog standard people with different outfits save for a couple of characters.
