As of now Star Ocean 5 is co-developed by/with Sony
Sony Japan is helping probably the same way Bloodborne without SO5 being a new IP - Im pretty sure they wouldn't want it to go to Xbox.
Its either Sony helping or no Star Ocean 5 as it looks.They probably went to SE/Tri Ace and asked them if it is doable if they do it together.

The announcement is still fresh and a lot can happen.
The game is around 30% complete as they said and the PS3 is the base version.Looks like they are working longer on it lol
But as of now it would be pretty surprising if it goes on anything not Playstation related.It would already be surprising if the PS3 Version comes to the west.

I think the cloud can be really big if done right. Its the main reason im so curious in Crackdown.

Probably cancelled by now, the iOS version was badly received in Japan. Level 5 is all about mobile now and... Youkai watch, they are also developing the new ps4 exclusive jrpg and that bad looking new multimedia project..
