Like Iceland said, it means "PS4 is 60fps most of the time and Xbox One isn't"
They pretty much say that they wanted to reach minimum 30fps in every moment of the game and both platforms managed it but it is probably not locked so that it will also reach more than 30fps from time to time and like it seems, PS4 version manages to reach even 60fps most of the times and Xbox One probably not.
Otherwise they would simply say that the games is locked at 30fps on both consoles.
