If they have NO intention of using it then there is no game they want for it, so they cannot take it.  Unless they cannot afford a TV, in which case they could want a game without expecting to be able to play it.

It is invisible, so all scientists, schools, universities, governments, and militaries would want several.

Anything that is free will sell in excess of its demand. There would be lots of gamers (who meet the 1 game requirement) who would want several of these things. So it would move several hundred million to a billion units.
