That works well too and would probably be made because its much easier to develop. But it won't have as much open world feeling if there are breaks between  dimensional point of views.

Hmm, there hasn't even been a 2.5D Mario game, so 3D models are fine in my book.

Anyway, what I have in mind is that the overworld would essentially be like Super Mario World's map in terms, but be presented like a side-scrolling Mario level. To be a de facto open world experience, the 3D levels can be bypassed without having to beat them, but progress into the next world can't be reached the until required levels are beaten (or a ceratin amount of stars are obtained). Capturing the "open world feel" doesn't concern me nearly as much as what can be done to shake up the usual Mario structure and gameplay, but going a 2.5D route can allow for very expansive, well-realized backdrops compared to what we've come to expect from side-scrolling Mario games.

It's really not different from your idea by much.
