Its more to do with the workload. If you use it for rendering with blender and such, it will use the full 450 watts but it will also finish the render nearly 2x faster than 3090Ti

It definitely can get there in gaming too:

I assume as more games are GPU/RT-bound instead of engine or CPU-bound, we'll see those power consumption numbers increase relative to the previous gens.

My older cousin when I was a wee lad told me "you can't never have enough power" whilst adding 8 additional sockets in his kitchen, i don't know much but since then i pretty much apply that theory on everything and works fine

If you're seeing unexplained stuttering while gaming, you may want to roll back the latest Windows 11 update
https://www.pcgamer.com/if-youre-seeing-unexplained-stuttering-while-gaming-you-may-want-to-roll-back-the-latest-windows-11-update/
The documentation of Microsoft's known issues in Windows 11 version 22H2 has been updated to include "lower than expected performance in some games." Specifically, impacted games will experience stuttering or large framerate drops, with some users reporting screen tearing as well. Microsoft states that "affected games and apps are inadvertently enabling GPU performance debugging features not meant to be used by consumers."
So this is a function of Windows 11 meant for developers to use when optimizing games, and somehow games are going into this mode independent of user input. The issue is present in version 22H2, but you shouldn't rush to roll back the update unless you're experiencing those distinct graphical glitches and have ruled out other potential culprits. I've had 22H2 installed since the end of September, and haven't run into anything like what's been reported by Windows Central or members of the PC gaming subreddit.
>> Windows 11 is truly following Window's tradition of good-bad OS's releases.

This tool uses machine learning to animate 3D models on-the-fly, and it's getting Unreal Engine support soon
https://www.pcgamer.com/anything-world-launch-news-unreal/
I first encountered Anything World at the Game Developers Conference back in March, and I'd never seen anything quite like it. With the company's software hooked into the Unity game engine, I could tell it what I wanted to see and it would do its best to make it happen. I told it to make me a donkey, and a donkey appeared on the screen and started trotting around.
My donkey trotted a little more like a horse than a donkey, but that little detail didn't stop the software from leaving an impression. The animations had been created on the fly: Anything World's software algorithmically decided where the creature's bones should go and how it should behave. I later saw a similar demo from Meta that wasn't as good: Mark Zuckerberg spoke and made some unmoving clouds appear, whereas Anything World's software makes dolphins swim around like dolphins, which is a lot cooler.
Earlier this week, Anything World launched its machine learning-powered animation software to the public, with a free tier for educational and personal use. The company also announced that Unreal Engine support is coming in December—it currently offers the Unity integration I saw—and that it has just raised $7.5 million in new funding.

2022's wildest mod might be for a SNES game
https://www.pcgamer.com/2022s-wildest-mod-might-be-for-a-snes-game/
We're hearing a lot about the downsides of social media at the moment, but one of the upsides is that you can find and follow interesting figures in any given field. One of these is Dylan Cuthbert, who's had a remarkable career as a programming genius, and was basically brought in-house by Nintendo as a teenager as part of the exceptional Argonaut Software team.
This bunch and Cuthbert would go on to work on some key Nintendo products including the classic Star Fox which, thanks to the "Super FX" chip that Argonaut also designed (why don't they name stuff like this anymore), was a polygonal 3D shooter that at the time seemed visually remarkable. I'd argue the aesthetic still holds up.
The game is now the subject of a mod so impressive that Cuthbert's the one who's brought it to everyone's attention. Star Fox EX ("Exploration Showcase") is a huge mod-slash-romhack by Kando and others that runs at 60 fps, includes a 5 player multiplayer mode, customisation, a "no borders" mode, and a new campaign with 17 levels where the Star Fox team battle against Nintendo's other icons.

Massive mod brings the world of Elder Scrolls to Crusader Kings 3
https://www.pcgamer.com/massive-mod-brings-the-world-of-elder-scrolls-to-crusader-kings-3/
The Elder Scrolls series is rich with history of its fantasy world, far more than is actually present in the games, hinted at and detailed via in-game books, texts, and lore notes, not to mention exterior novels and the like. The Crusader Kings series, meanwhile, specializes in the grandiose, attempting as it does to model the incredibly complexity of medieval politics over a span of hundreds of years and a region stretching from West Africa and Iceland to Siberia, Tibet, and Bangladesh.
It might not surprise you to find out that a lot of people who like one also enjoy the other.
Thus, Elder Kings 2, a sprawling and deeply impressive mod for Crusader Kings 3 that recreates "the world of The Elder Scrolls during the turmoil of the 2nd Era" which doesn't mean much of anything to me but I am sure as heck excited to play it. There's a snake-eyed emperor man, some cool rebels, an angry orc. There's elaborate cat-person genetics. I am here for it.
Elder Kings 2 introduces an elaborate system of magic, new and strange governments for inhuman cultures, new succession systems for feudal lands, Elder scrolls' Birthsigns. You can be a vampire too, of course. That's not to mention the obvious stuff just to make the world of Tamriel exist in the game at all.

Saints & Seducers Extended Cut makes Skyrim Anniversary Edition worthwhile at last
https://www.pcgamer.com/saints-and-seducers-extended-cut-makes-skyrim-anniversary-edition-worthwhile-at-last/
Skyrim Extended Cut is an in-progress mod that aims to remix Skyrim's main questline, with promised inclusions like "expanded third act, Dragonborn DLC main quest integrated with Skyrim main quest, more characterization for Alduin & Miraak, more Thalmor involvement, Blades faction overhaul, more stuff to do in Blackreach, mostly new core cast, focus on player agency, guild and side quest completion impact on main quest", and so on. It's intended to make the storyline at the actual center of Skyrim worth engaging with, the whole dragons-and-shouting thing so many players ignore in favor of sidequests.
While work on the Extended Cut continues, a separate sub-team released an example of the kind of thing we can expect from it—only instead of the main quest, they've focused on one of the Creation Club add-ons bundled with Skyrim Anniversary Edition, Saints & Seducers. The biggest Creation in terms of stuff, it added quests, creatures, weapons, armor, and a tileset all referencing much-loved Oblivion expansion The Shivering Isles.

Monday news, the long part two:

Atari's 50th anniversary game is actually great
https://www.pcgamer.com/ataris-50th-anniversary-game-is-actually-great/
It's no big reveal that Atari is not really Atari anymore, and hasn't been since the mid-80s. The story of how this great name was passed from pillar-to-post over subsequent decades could be the subject of a book but, suffice to say, it seemed like it was being run into the ground at points.
The current owners, however, seem to understand and value what they have: in terms of the game catalogue at least, and understanding Atari's unique and important role in videogame history. The latest proof of this is Atari 50: The Anniversary Celebration, a lovingly curated and presented collection of key titles from the company's history that puts them in context.

Surprise! West of Loathing's developer made a new stick-figure RPG, and it's out now
https://www.pcgamer.com/surprise-west-of-loathings-developer-made-a-new-stick-figure-rpg-and-its-out-now/
It seems weird to work on something for five whole years and never breathe a word about it to anyone, but that's exactly what Asymmetric Publications has done. The developers of long-running online RPG The Kingdom of Loathing and singleplayer comedy western RPG West of Loathing have been writing, coding, drawing stick figures, and saying absolutely nothing about it for half a decade. No teasers, no press releases, not even a name.
Until today! Asymmetric's secret new game has a name: Shadows Over Loathing. And not only has it just been announced, but it's actually just been released. Shadows Over Loathing is out on Steam. You can play it right now. Surprise!

PUBG parent company Krafton is looking to add another studio to its stable: Neon Giant, developer of the excellent cyberpunk action-RPG The Ascent.
Word of the acquisition came by way of a bland statement in Krafton's Q3 financial report, which also revealed—in just about the most general sense possible—what the studio is up to for its next game.

The worst map in all of videogames is coming back
https://www.pcgamer.com/the-worst-map-in-all-of-videogames-is-coming-back/
You know when you think something is truly, unquestionably bad and are surprised to learn that it's actually pretty popular? For me that's Shipment, a Call of Duty map that I consider to be the worst FPS arena ever shipped for consumption. Activision announced this week the fan-favorite location is one of two new maps making its Modern Warfare 2 debut during Season 1.

PvPvE shooter Scavengers will shut down without ever leaving Early Access
https://www.pcgamer.com/pvpve-shooter-scavengers-will-shut-down-without-ever-leaving-early-access/
Battle Royale meets survival PvE shooter Scavengers is shutting down on December 16, 2022, just a year and seven months after launching. It was launched as an early access game on both Steam and the Epic store, and was pretty well-received at the time, but failed to find a persistent audience in the time since.

Obsidian's Pentiment has Steam and Game Pass pages ahead of launch this week
https://www.pcgamer.com/obsidians-pentiment-has-steam-and-game-pass-pages-ahead-of-launch-this-week/
Like a manuscript come to life, Obsidian Entertainment's upcoming Pentiment impressed us earlier this year when it debuted at the Xbox & Bethesda showcase in June. It's a historical mystery of sorts, where you go on a life-altering adventure as artist-in-training Andreas Maler through the Bavarian alps.

The profanity filter in Tactics Ogre Reborn is so strict you can't use one of the default names
https://www.pcgamer.com/the-profanity-filter-in-tactics-ogre-reborn-is-so-strict-you-cant-use-one-of-the-default-names/
Tactics Ogre Reborn, a remastered version of Tactics Ogre: Let Us Cling Together, itself a remake of a strategy-RPG classic, assigns a default party name based on your character's date of birth. If your date of birth is between May 2 and May 25, that default name is Flamescale. As Twitter user Choojermelon points out, even though it's one of the names the game picks for you, trying to accept it results in the error message, "Text contains banned words. You can play Flight Simulator inside Flight Simulator now
https://www.pcgamer.com/you-can-play-flight-simulator-inside-flight-simulator-now/
Microsoft Flight Simulator's sprawling 40th Anniversary update has launched, bringing with it a load of new planes, airports, helicopters, and heliports, along with a suite of classic missions from previous Flight Simulator releases. It's a big update bringing several much-requested features to the latest entry in the beloved Flight Simulator franchise.
It also has a new easter egg: You can play Flight Simulator inside Flight Simulator now.

Microsoft Flight Simulator's 40th Anniversary Edition is full of hardware improvements
https://www.pcgamer.com/microsoft-flight-simulators-40th-anniversary-edition-is-full-of-hardware-improvements/
Microsoft is celebrating the release of the Microsoft Flight Simulator 40th Anniversary Edition, and with it the game is getting a huge update. Not only is there tonnes of new and improved content which includes new vehicles like a true-to-life Airbus A310 liner, but there's also some interesting fixes in the list. Sure, we could get excited about the inclusion of the Spruce Goose or the 24 new classic missions, but what we're really looking for is an even smoother flight sim experience.

Free Superman game ripped-off by supervillains and sold on Steam
https://www.pcgamer.com/free-superman-game-ripped-off-by-supervillains-and-sold-on-steam/
As soon as Unreal Engine 5 became more widely available, developers began using the tools for cool proof-of-concept videos. Easily one of the best was made in April this year by developer Tyson Butler-Boschma of Toybox Games, a demo that showcased Superman flying through the city from Epic's The Matrix Awakens game.
This was a rework of an earlier demo that Butler-Boschma had thrown together and, this time, he decided to let people have some fun with it: the demo was released for free on itch.io. If you go and have a look, the video to promote the demo isn't working. It's been copyright claimed by Hero Game Studios.
Who dat? A bunch of true supervillains, apparently. Hero Game Studios released Heroes City Superman Edition on Steam November 1 and, you guessed it, this is a straight rip-off of Butler-Boschma's work that is selling for a price (£9.29/$10.99).
>> Supervillains is certainly not the word I'd use to describe them. Let's hope Steam realizes what's going on and shuts this down.
