Xbox, hands down. GC had some amazing looking games (RE4, SW Rogue Squadron II) but tbh, Xbox had the best looking games last gen. Hell, some of those could even hold their own against earlier 360/PS3 titles.

Just want to point out that you have 2 images of 800 x 600 on a 640 x 480 game. That tells me the images are probably from an emulator rather than the native hardware. The middle picture is likely an actual PS2 screenshot.

Well. If you want to get technical, the Xbox could achieve more than 8 textures per pass via the use of loop backs, hitting 16 textures per pass, but that does come with a performance penalty. - I'm not actually sure on whether the Gamecube could do something similar or not, but I honestly don't see why it couldn't.
As for what Devs say? Take it with a grain of salt, some developers (even big ones) have made some pretty hilarious claims in the past, exclusive developers have a vested financial interest to claim the platform they develop for is superior than the rest, so take their opinions with a pinch of salt unless they back the claim up with some technical information. (No, flops won't do!)
I can't really claim which console has the better hardware (I skipped that entire generation of consoles essentially), I just know a few things about the Geforce chip that the Xbox Origional used when I wrote some shaders for Fallout 3 to make that game run on a Geforce 3, a very similar chip to what was in the Origional Xbox.

They are both about the same i think, it depends on the games and both were more powerful than PS2.
Xbox had games like Halo and Splinter Cell that looked great
Gamecube had games like Resident Evil 4 and Mario Kart that looked great.
I know very little on this era so i can't really tell the difference

Doom 3 is the only one that isn't a bullshot. AA on the others is miles beyond what Xbox could do.
This is the unforrunate reality of video game marketing. Most press material is enhanced.

xbox had the best looking games by far but resident evil 4 even on ps2 was a stunner, i only played on ps2 and thought wtf these graphics look better then xbox.
